Upon restart, reinstall Pro Tools by running the installer on the Pro Tools CD

Do you now or have you ever had the following products or anything to do with them installed:
Diskeeper
Pace Anti Piracy (if yes, what for?)
If those are installed, I think I would uninstall them via Add/Remove programs - at least temporarily.
You need to see if you can get your system to behave a little better and then you can straighten out any remaining issues.
Then tell us something about your system:
Since the Microsoft Answers forum does not prompt for any kind of system information when a new question is asked so we know nothing about your system. Not knowing fundamental information about a problem prolongs the frustration and agony of resolving these issues.

Please provide additional information about your system as best you can:
What is your system make and model?
What is your XP Version and Service Pack?
Does your system have IDE or SATA drives?
Describe your current antivirus and anti malware situation: McAfee, Symantec, Norton, Spybot, AVG, Avira!, MSE, Panda, Trend Micro, CA, Defender, ZoneAlarm, PC Tools, Comodo, etc.
Does the afflicted system have a working CD/DVD drive (internal or external)?
Do you have a genuine bootable XP installation CD (this is not the same as any Recovery CDs that came with your system)?
What do you see that you don't think you should be seeing and when do you see it?
If the system used to work properly, what do you think might have changed since the last time it did work properly?
Then let's take a look at your Startup items. Here's how to show us what those are:
Download and install CCleaner from here:

Launch CCleaner and choose Tools, Startup and in the bottom right, click the 'Save to text file' button to save the Startup information to a text file - call it something like startup.txt
Save the startup information text file to your desktop (or someplace you can find it) open the text file with a text editor (notepad or WordPad), select all the text (Ctrl-A), copy all the highlighted text to the Windows clipboard (Ctrl-C) and then paste (Ctrl-V) the contents of the startup list back here in your next reply.
Uninstall CCleaner later if you don't like it (most people seem to like it for it's other features).
Some people will recommend you not to use the registry functions in CCleaner so avoid those features for now. I have no issue with it myself, but it is sometimes a contentious issue I prefer to avoid whenever possible!
